Beyond Drainage: Architects Outline Long-Term Solutions to Uyo's Persistent Flooding
The Nigerian Institute of Architects (NIA), Akwa Ibom State Chapter, has called for comprehensive urban planning reforms and resilient infrastructure development as lasting solutions to the recurring flooding affecting Uyo metropolis and other parts of Akwa Ibom State.
While commending the Akwa Ibom State Government for ongoing drainage interventions and emergency flood mitigation efforts, the Institute stressed that sustainable solutions require stronger development control, implementation and review of the Uyo Master Plan, protection of natural waterways, and climate-resilient infrastructure.
The position was contained in a press release signed by the Public Relations Officer of the Chapter, Arc. Victor I. Jackson, MNIA, on behalf of the Chapter Chairman, Arc. Edidiong Ukpong, PhD, FNIA. According to the Institute, although the government has demonstrated commitment through drainage construction, desilting operations and other flood-control interventions, the recurring nature of flooding indicates that deeper structural and planning issues must now be addressed.
The architects identified delayed implementation and periodic review of the Uyo Master Plan, weak enforcement of development control regulations, indiscriminate development, and poor urban planning as major factors contributing to the city's persistent flooding challenges. The Institute observed that in many parts of Uyo, buildings are often constructed before supporting infrastructure such as roads, drainage systems and public utilities are adequately planned and executed. It noted that this reverse development pattern has disrupted natural drainage systems, resulting in roads being constructed above adjoining properties and causing stormwater to flow into residential compounds instead of properly designed drainage channels.
The architects also expressed concern over the obstruction of natural waterways by uncontrolled developments, stressing that every building should discharge stormwater into approved drainage networks rather than altering natural watercourses. The Institute further warned against indiscriminate dumping of refuse into drainage channels and waterways, describing the practice as one of the major contributors to blocked drains and urban flooding. While acknowledging the efforts of the Akwa Ibom State Environmental Protection and Waste Management Agency in improving environmental sanitation, the Institute urged stronger enforcement measures against offenders.
The NIA also advised property owners to engage qualified professionals in the design and supervision of building projects to ensure proper site grading, adequate drainage provisions, and raised floor levels that improve flood resilience. It encouraged prospective homeowners to explore planned developments outside the densely developed city centre as part of a broader strategy for sustainable urban expansion.
The Institute equally called on the Uyo Capital City Development Authority (UCCDA) to strengthen enforcement against illegal developments on natural waterways, unapproved structures and activities that obstruct drainage channels. According to the architects, roads should never be constructed without corresponding drainage infrastructure, while green spaces and natural drainage corridors should be preserved because of their critical role in reducing surface runoff and supporting sustainable stormwater management.
To strengthen government efforts, the Institute proposed the establishment of a multidisciplinary technical committee to assess the condition and functionality of existing stormwater tunnels, canals and major drainage infrastructure across Uyo. It also recommended the creation of a dedicated Flood Control and Management Task Force to coordinate flood-risk monitoring, infrastructure maintenance, public education, enforcement and emergency response.
The Institute maintained that with Akwa Ibom's growing investments in tourism, infrastructure and public facilities, building a flood-resilient capital city has become increasingly important to protect lives, public investments and long-term economic growth.

Recurring flooding continues to threaten lives, homes, businesses and public infrastructure across Uyo. While emergency drainage interventions remain necessary, addressing the underlying causes through sound urban planning, stronger development control, resilient infrastructure and environmental management offers a more sustainable solution to reducing flood risks and safeguarding future investments.
Residents, developers and policymakers all have important roles in reducing flood risks. In the immediate term, regular desilting of drainage channels, proper waste disposal, enforcement against blocked drains and prompt maintenance remain essential. Over the medium term, government agencies should expand drainage networks, upgrade undersized drains, construct missing drainage links and ensure new roads include properly designed drainage infrastructure.
Long-term resilience will require strict enforcement of development control regulations, protection of natural waterways, comprehensive stormwater master planning and greater adoption of Sustainable Urban Drainage Systems (SuDS), including permeable pavements, rain gardens, bioswales, green spaces, underground rainwater storage and climate-resilient infrastructure capable of handling future rainfall patterns. Community participation through environmental sanitation, reporting blocked drains and supporting flood awareness campaigns will also remain critical.
Uyo has experienced recurring flooding over the years, particularly during periods of heavy rainfall, affecting several communities, residential estates and major roads across the metropolis. Urban planning experts have consistently linked the problem to inadequate drainage infrastructure, rapid urbanisation, obstruction of natural waterways, indiscriminate waste disposal, insufficient enforcement of planning regulations and the increasing impacts of climate change. The Akwa Ibom State Government has recently intensified drainage rehabilitation and desilting efforts in several flood-prone areas as part of ongoing interventions to mitigate flooding.

The Nigerian Institute of Architects has shifted the flood conversation beyond emergency drainage clearance to long-term urban resilience. Flood control is not simply an engineering issue, it is fundamentally an urban planning challenge.
A resilient Uyo will require integrated stormwater planning, stronger development control, routine drainage maintenance, climate-responsive road design, preservation of natural drainage corridors and greater investment in green infrastructure. Measures such as permeable pavements, expanded green spaces and underground stormwater storage can significantly reduce surface runoff while improving environmental sustainability.
Ultimately, sustainable flood management depends on collaboration among government agencies, built-environment professionals, developers and residents. Protecting natural waterways today will help safeguard lives, infrastructure and future economic development.
